It is very rare that you would find anything other that fabric in most bedrooms. But that is not to say that you cannot have a different material in there.

If you still have your mind set on a cheap pair of curtains then maybe this idea could sway your judgment. Why not go to a store and tell the owner that you are not quite sure what type of curtains or blinds you want.

Sometimes they will let you test different kinds for relatively low prices. You then take the receipt to another store and they may offer you a full set for the same price as the one set you are testing out. You would then just take the test set back and say that it is not to your taste. You then have a full set of curtains for a cheaper price.
